The Planning Unit in Muhanga District is one of the key departments responsible for promoting development activities that align with national strategic directions, as well as the ideas and priorities of citizens.

 

The Planning Unit in Muhanga District is one of the key departments responsible for promoting development activities that align with national priorities as well as citizens’ ideas and needs.

Planning is carried out annually in accordance with guidelines provided by the Ministry of Planning. These guidelines are usually issued in October each year and outline the priorities to be considered during the planning process.

This process serves as the foundation for the preparation of the District’s annual budget and performance contracts (Imihigo).

As part of the District’s responsibilities to implement government programs and policies, the implementation of planned activities is assessed every year through the evaluation of Imihigo. An annual performance report is then prepared and submitted to the Ministry of Local Government (MINALOC).

The monitoring and evaluation of activities is conducted every quarter. During this process, a team from the Planning Unit prepares all necessary tools and conducts field follow-ups on projects and performance contracts at decentralized administrative levels, including Sectors, Cells, Villages, and sub-village clusters (amasibo). Findings from these monitoring activities are reported and used to support local authorities in improving performance.

The process concludes with the evaluation of Imihigo, during which the District assesses the performance of Sectors and provides scores indicating areas of improvement, achievements, and priority issues requiring attention. During this exercise, Sectors also submit their needs to the District and request advocacy on issues that require intervention from higher national authorities.

The District Planning function is considered the backbone of the District, as it brings together all stakeholders involved in development, including the Joint Action Development Forum (JADF) partners, security organs, the private sector, special interest groups, and the general population.

The contribution of these stakeholders is reflected in the implementation of the District Development Strategy (DDS), which guides the District’s sustainable development efforts. Each year, progress is also reviewed to ensure alignment with the country’s national development agenda, particularly the National Strategy for Transformation (NST I).
